Toronto's chief medical officer recommends the federal government remove legal penalties for small amounts of drugs and convene a task force to look at the possibility of regulating all drugs, including alcohol. It's her contention that the criminalization of drugs is partly responsible for the opioid epidemic as well as other high-risk behaviours as drug users try to avoid detection. She adds that criminalization also results in billions of dollars wasted in police, courts and prisons enforcing drug laws.
