This C.D. Howe Institute report suggest that historically, for most provinces and territories, the rise in healthcare spending outstrips the nation's economic growth. However, it appears that trend is accelerating, putting the long-term sustainability of the healthcare system in peril. The institute sees a pattern whereby actual healthcare spending is considerably more than originally budgeted. It says the trend was most noticeable in Quebec and Nunavut, but that "overshoots" occurred in all other jurisdictions except New Brunswick, Newfoundland and Labrador, Nova Scotia and Manitoba.
