Review suggest merging, phasing out federally funded health organizations, creation of health data agency

This Heath Canada review of federally funded pan-Canadian health organizations calls for a restructuring to refocus on efficiency, innovation, engagement and equity. These organizations account for more than $300 million in federal spending each year:

  1. Canadian Centre on Substance Use and Addiction (CCSA);
  2. Canadian Agency for Drugs and Technologies in Health (CADTH);
  3. Canadian Institute for Health Information (CIHI);
  4. Canadian Foundation for Healthcare Improvement (CFHI);
  5. Canada Health Infoway (Infoway);
  6. Canadian Patient Safety Institute (CPSI);
  7. Canadian Partnership Against Cancer (CPAC), and
  8. Mental Health Commission of Canada (MHCC).

The review found people aren't clear about what the organizations actually do. It proposes phasing out the CCSA, the CPAC and the MHCC and re-mandating the remaining five. It calls for the creation of a national drug agency to manage a national formulary and oversee drug approvals, assessment, pricing, purchasing, and post-market surveillance. Lastly, the report recommends the merging of CIHI and Infoway into a single data agency.
