The joint effort will explore potential cost and scope of the program as well as timelines for implementation. Proponents believe a system would provide better access to drugs and lower health costs through reduced hospital visits and trips to the doctor. Opponents say the program would ruin the flexibility provinces have to design their own drug plans.
