According to research (sub. req.) from UBC, the Quebec government spends $200 more per person per year for its drug program than the rest of Canada (ROC). The province's private-public hybrid requires all employers providing health benefits to also have private drug coverage for their employees. Everyone else must contribute to an insurance-style drug plan from the provincial government. Furthermore, the analysis finds that private and public spending for medications is 75% more per person in Quebec compared to countries with universal pharmacare. The researchers say their findings should be considered as Ottawa explores models for a national universal pharmacare system.
