The Canadian Mental Health Association (CMHA) found that the average percentage of new federal money going to mental health care is only 15%, contrary to the federal government's claim of 30%. The report, 'Overpromised Underdelivered: Analysis of Federal Mental Health Care Investments in the 2023 Working Together Health Bilateral Agreements,' highlights that most provinces and territories are spending a small fraction of the new investment funding on mental health services. Y.T. is an exception, spending approximately 66% of new investment on mental health services, while Man., P.E.I. and B.C. aren't using any new bilateral dollars for these services. The report also notes a lack of consistent nationally comparable data to measure health outcomes and impacts of investments in health.
